The NATIONAL FEDERATION OF SUGACANE PLANTERS (NFSP), INC. is an umbrella organization of sugarcane planters associations and cooperatives with a nationwide membership. It is a non-stock and non-profit corporation organized primarily for the protection of the interest and promotion of the welfare of sugar producers and workers in the sugar industry.

Founded in 1930, NFSP has the distinction of being the first and the oldest national federation of sugarcane planters associations and cooperatives in the Philippines.

In pursuance of its objective NFSP has since then initiated, pursued and secured the promulgation and enactment of sugar policies and legislations that have significantly contributed to the growth and development of the sugar industry over the years.

To its credit are two vital laws whose benefits are now enjoyed by both sugar producers and workers. These are the SUGAR RESTITUTION LAW (RA7202) and the SOCIAL AMELIORATION ACT (RA6982) principally authored by NFSP's immediate past president, former Bacolod Congressman ROMEO G. GUANZON.

RA 7202 provides for the restitution of losses suffered by sugar producers due to highly prejudicial government sugar policies during the dictatorial regime of the Marcos administration. It mandates the condonation of interest rates for sugar loans charged by government financial institutions in excess of 12% per annum and the distribution to sugar producers of ill-gotten wealth from the sugar industry which may have been recovered by the PRESIDENTIAL COMMISSION ON GOOD GOVERNMENT (PCGG).

RA 6982 is designed to improve the quality of life of sugar workers by imposing a certain amount of lien on sugar production for their benefit. The funds collected annually are administered by the BUREAU OF RURAL WORKERS (BRW) of the DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE).

NFSP had also been cited for its role in the discovery, exposure and congressional investigations of past sugar anomalies, as well as the prosecution of those responsible. Among the anomalies were the unauthorized withdrawals of sugar stocks from sugar mill warehouses which resulted to "sugarless quedans," thereby impairing the integrity of sugar quedans as a negotiable instrument, an dthe unlawful conversions of sugar classifications to divert the illegally reclassified sugar to the domestic market to give sugar traders huge profits to the prejudice of sugar producers.

 
 
 
On the average, harvesting canes takes some 400 man-hours per hectare or 6.87 man-hours per ton of cane.
